At its meeting on Oct. 22, the council approved administrative recommendations to transfer $1.5 million from for the water and sewer reserve fund to the airport fund and to pay for city costs associated with the Forestland Nursery lawsuit agreement. Two separate 4-0 motions were passed and both attach a 4.5 percent interest return to the water and sewer fund. The short-term loans will be repaid as the city sells about half of the 15-acres Forestland Nursery site which was purchased to preserve the right-of-way needed for airport zoning. 3-year FL assessing contract on hold
Forest Lake City Council on Monday, Oct. 22 declined an administrative recommendation to approve a new three-year contract with Washington County for property assessments, opting for more study on the proposal. The county submitted a proposal that would charge the city $90,000 for assessing in 2008, down $4000 from what the city is paying this year. The contract is tied to the number of parcels assessed. The city has hired Washington County for assessing services since it ended its agreement with Kenneth Tolzmann of Wyoming in 2005. In its first review last week, council members had questions and asked for review time. “I feel like Forest Lake has really lost control of it,” Councilwoman Judy Bull said. “I don’t think they have our interests in mind,” Mayor Stev Stegner added. Councilwoman Susan Young said the switch was made out of cost consideration and to avoid any local favoritism when land parcels are valued. The county’s fee in the second and third year will be determined prior to the start of the new year, based on the number of parcels to be assessed.
